Architectural Rules and Standards
Guidelines
General Information
A- The following is to be used as a simple guideline when making exterior changes to your home. More information is available in your copy of the Declaration of Covenants, Conditions, Easements and Restrictions that you received at closing.
B- It is the Homeowners responsibility to fill out each submittal form correctly. This will allow the Architectural Review Committee (ARC) to respond to your request in a timely manner. If required information is not included with your submittal form, it will be returned to you for your re-submittal.
C- All exterior changes, including but not limited to; building, landscaping, fencing and painting/repainting the same color, REQUIRES PRIOR APPROVAL from the ARC.

F- Receiving approval from the ARC of College Park of Clermont does not verify compliance with building, zoning or other county/city codes. You must apply for all necessary permits from Clermont building and zoning department prior to beginning any exterior alterations.
G- You must be able to show proof of permitting from the city of Clermont and or lake county before you begin construction. Any work performed by the homeowner is subject to inspection. If you do not receive the proper permitting, you will be asked to stop construction. If you do not obtain permits and inspections then you will be asked to return the area in question to it’s original condition.
H- Due to changes in times, trends and community needs the ARC will update the ARC rules and standards from time to time.
Violations Procedures
Accordance with College Park of Clermont Covenants,
And Florida Statutes 720.305/Violations Procedure.
The following must be included with each and every Construction, change, equipment and improvement submittal
1. plat survey/plan (copy) with drawing of placement/location and details of construction including heights, lengths, widths and depths. Include setback from the front of house.
2. Include building material, surface texture, color, grade, etc.
3. include visual in the form of picture or brochure, or detailed drawing.
4. A separate submittal should be filled out for each individual request( example: Do not request a fence and a shed on the same submittal form.)

Fencing must be approved by the ARC before beginning.
1. No fence shall be constructed with a height of more than six(6) feet above the ground level of adjourning property.
2. Only White Vinyl Fencing will be approved.
3. Post must be professionally set in concrete.
4. Gates shall be made of the same material as the fence.
5. The structural integrity and a good visual appearance shall be maintained throughout the life.
Garages
1.All garages shall be enclosed, and shall be at least adequate to house not less
Than two(2) nor more than three(3) standard sized American automobiles
Size of garage is dictated by model purchased. .
2. All garage doors must be maintained and in useable condition.
3. No repairs, alterations, or modifications shall be made to any vehicle
Except in a totally enclosed structure (garage door closed) and not visible
From the street.
4. Garages shall not be used for living space, or converted to another use.
5. All other modifications to a garage which have not been approved by the
ARC must be restored to its original garage condition.
Sheds
1. Sheds must be approved by the ARC before beginning.
2. All sheds must have hurricane tie downs, which must meet or exceed current code requirements.
3. Building material, base cement or patio blocks, shed walls and roof must be wood, exterior must match color of house and shingle on roof must match shingle on roof of house.
4. Sheds must be out of sight, and within an enclosed white vinyl fence in the rear of the house.
5. Sheds cannot interfere with easement areas or sprinkler system.
6. Sheds must be maintained in good repair. Dimensions 8ft(w)10ft(L)8ft(H).
Concrete Slabs/Patio Blocks
1.All concrete slabs or patio blocks must be approved by the ARC before
Beginning.
Decks and Roofing
1.Must be approved by the ARC before beginning.
Driveways and Sidewalks
1.No gravel, blacktop, painting, or sealing
2. No carport or concrete pad for cars may be constructed.
3. Lot owner is responsible for edging along their sidewalk and eliminating
Weeds in sidewalk.
Security Bars
1.No security bar system may be installed on any door or window.
Exterior Lighting
1.Landscape,Decorative,Security and Coach lighting require approval from
The ARC before beginning.
2.Landscape,Decorative, and Security lighting should be integrated into the
Landscaping in a manner, which will enhance the beauty of the property.
3. Light bulbs/lenses in all fixtures shall be clear or white year-round,
Excluding holidays.
Doors exterior
1.Must be approved by the ARC before beginning.
2. Exterior doors, screen doors and storm doors, with windows and special
Details may be approved with proper descriptions, color noted, and photo
or picture from brochure.
Window and Wall Air Conditioners
1.No AC units, other than central AC units which must be installed on the
Side or back of the house only.
2. No wall or window units may be installed on any home in College Park.
Solar Collectors
1.Must be approved by the ARC before beginning
2. Size and position must be indicated, and is limited to the sides and rear
of house.
Basketball Hoop and Stanchion
1.May be temporary/portable style only.
2. Hoop and Stanchion may not be mounted to house or installed in
Ground.
3.Must be set back no less than 12 feet from sidewalk for pedestrian and
Automobile safety.
Signage
1.No sign of any kind shall be displayed to the public view on any lot,
Except one professionally printed real estate sign that conforms to city
And county ordinance.
Satellite Dishes/ Antennas
1.All satellite dishes must be located in the rear of the house or in a
Location approved by the ARC.
2. Should not be visible from the street.
Flags
1.The official flag of the United States of America is permitted to be
Displayed according to state statues. Display is to be portable, and
Displayed in a respectful manner.
2. Armed forces Day, Memorial Day, Flag Day, Independence Day and
Veterans Day, Flags which represent the military (U.S. ARMY, NAVY,
MARINES, AIR FORCE OR COAST GUARD) which are portable may
Be displayed in a respectful manner.
3. No other Flags are permitted to be displayed.
Water Management
1. All matters related to water management are governed by the St. Johns River Water Mangement District, and the city of Clermont.
Mail Boxes
1. The location and type of mailbox has been established by the
Developer.
2. All mailboxes must be maintained in good condition, as determined
By the ARC.
3. Only U.S. Postal workers are permitted to insert mail or other items
Into mailboxes. If Homeowners wish to send flyers through the mail
Boxes they must go through the U.S. Postal service and be able to
Provide proof they have done so if challenged.
Lawns
1. All areas not covered by buildings, structures, walkways or paved
Parking shall be maintained as lawn or landscaped areas, and shall
Be maintained to the pavement edge of any abutting streets.
2. Lawns must be sodded and each lot shall an irrigation system
Installed.
3. No stone, gravel or paving of any type, shall be used as a lawn, unless
Approved by the ARC.
4. Lawn grass shall be maintained no higher than 6 inches
5. Lawn shall be maintained in a green and healthy appearance, NO bare
or brown spots larger than one foot in diameter to go unattended.
6. All lawns shall be at least 90% weed free, and shall consist of only
St. Augustine variety of grass.
7. Maintained lawns consist of cutting, edging, blowing and either
Trimmings being blown back onto your grass, or swept up and put
Your trash.
8. NO trimmings are to be blown into storm drains, or left in curb to
Blow into storm drains.
Landscaping
1. All major landscaping plans require approval from the ARC. This
Includes removal of trees larger than 4” diameter and 6ft. tall
2. Replacing annuals in an existing landscaping bed or around trees
Does not require ARC approval.
3. Replacing dead bushes or trees with vegetation of similar height and
Size and similar quantity will not require ARC approval.
4. NO artificial vegetation is permitted.
5. Vegetable gardens may not be planted in the front yard or side yard,
And must not be visible from the street or adjacent yards.
6. Replacement or Additional trees requires prior approval from the
ARC, and must conform to the City of Clermont preferred canopy
Tree list, which can be obtained from the city, located in city hall.
Garbage and Trash Containers
1. All Garbage and Trash containers must be installed in the main
Dwelling (garage) within a screened area in the rear of the house
(lanai) provided the rear is fenced, or at the side of the house behind
The A.C. unit provided it is fenced in and not visible from the street
Or adjacent lot.
2. Garbage and Trash containers cannot be put out for pickup earlier
Than 6pm the evening before pickup, which at this time is Wed. eve.
And after pickup on THURSDAY they are to be returned to its proper storage location by no later than Thursday evening.
Patios, Pools, Screen Enclosures, additions and structural changes
1. Must be approved by the ARC before beginning.
2. No above ground pools permitted.
3. No pool permitted in front or side yards.
4. If shrubs in common area need to be moved for installation, the owner
Must get ARC approval before touching shrubs this is not part of pool
Approval, and the owner if approved must replace the shrubs within 30 days for final inspection from the ARC, expenses are the owners
Responsibility
Recreational Equipment
1. must be approved by the ARC before installing.
2. must be installed in back yard behind fenced area.
3. may not be taller than 10ft.
4. No skateboard or bicycle ramps or similar structure permitted.
Pets
1. limited to no more than a total of three(3) dogs, cats or combination
of both.
2. All pets must be leashed when outside, and with owner.
3. Owners are responsible for cleaning up after their pets.
4. No pets permitted in play area/common area.
Gutters
1. Requires approval by ARC
2. must be white aluminum.
Commercial uses and nuisances
1. No trade, business, profession, or other type of commercial activity
Shall be carried on upon any lot, which may become a nuisance or an unreasonable annoyance to the neighborhood. This is a
Single family residential community, not commercial.
Vehicles
1. No vehicles shall be parked in the subdivision except on paved
Driveways, or in garages.
2. No trailers, trucks, or vehicles which are primarily used for
Commercial purposes other than those present on business may be
Parked in the sub division at any time, and not overnight.
3. A commercial truck or vehicle owned or used by the lot owner shall
Be permitted so long as it is parked inside the enclosed garage, and
Not visible from the street, and adjoining lots, nor does this permit
You additional parking spaces. No blocking sidewalks ,or parking on
Street.
4. Boats, trailers, campers, or recreational vehicles are permitted so long
As it is parked inside the enclosed garage, and no additional parking is required for your vehicles that block sidewalks, or street parking.
5. No parking on lawns.
Storage
1. No lot shall be used for storage.
2. Trash & garbage shall be kept in garbage containers
Painting, Repainting
1. Must be approved by the ARC before beginning.
Complaints can be forwarded to address on page one, or to e-mail address on page one.
Only complaints containing homeowners address,
Telephone, and or e-mail address will be accepted.
And complaint must contain details.
We will respond to you, after we have had the opportunity
To investigate. We will not identify who made the complaint, unless it becomes a legal matter, and the attorney advises such.
